San Juan Capistrano
today still relies very heavily on the auto dealers and Costco
for the majority of its sales tax revenue. The recent economic
downturn has drastically impacted this revenue and we are down
almost $3 million alone in sales tax revenue compared to four
years ago. We need to be looking at a greater diversity of
revenue streams for the future and Mark has been successful in
laying the groundwork for this expanded revenue.
Mark pushed for a long range financial and strategic plan. As a
result, for the first time ever, we now have a 20 year financial
projection of the revenue and expenses anticipated through at
least the year 2030. This model shows that unless we change how
we have been doing things, we will be faced with a structural
deficit that grows each year starting in the next few years. It
is important for the next City Council to develop a plan to meet
these future revenue needs of the City without negatively
impacting the level of services and quality of life enjoyed by
our citizens.
Mark Nielsen will use his extensive business background and
expertise in turning around troubled companies to make sure the
City is making the right decisions today to protect our fiscal
status in the future. He has continually identified areas where
the City appears to be over-spending and always takes a critical
look at how our tax dollars are being spent.
Mark Nielsen is a fiscal conservative who insists on a clear
showing that tax dollars spent will return a greater benefit to
the citizens than we are paying. He believes in zero-based
budgeting which requires ALL annual budgets to be justified each
year, not just the increased amount from the last year.
Since his election in 2006, the City's annual expenditures have
been reduced by over $3 million while increasing the Public
Safety budget by almost 30%. As a result, San Juan Capistrano
enjoys a stellar bond rating of AAA, one of only 19 cities in
the State to hold this top bond rating.
