CITY COUNCIL ....Neither progress nor individual rights are compromised by a city daring to stand by its citizens' desires to maintain a certain quality of life and city character.
WHISPERING HILLS TESTIMONY ....I want to remind this Council that as we have previously stated, CAUSE supports a public high school for San Juan Capistrano, just not with all the baggage attached to this ordinance.  ....If there are creative ways to mitigate the 6,000 daily trips on Ortega Highway, we need to be exploring them now instead of after the fact.
IN SEARCH OF A "CAUSE"
....Just imagine if CAUSE and a host of other groups like it over the years didn't exist.  We wouldn't have ridgelines to preserve, acres of open space to worry about, a Town Center Park to clean up or a Los Rios District to fret about.  We could all just meet for coffee at the Mission, if only we could find it among the multi-story office buildings....
PLAN FOR CITY-OWNED PROPERTY NEXT TO PEDRO'S - The two City-owned parcels on Camino Capistrano next to Pedro's Tacos should not be sold to a developer to build a retail complex at that site, but rather should be converted into a visitor's center and park.  The site is visually extremely sensitive (major view corridor), and its proximity to the Mission argues both for limited development and for creativity in maximizing its location to induce visitors to stay in town after visiting the Mission. ....
TRAFFIC COMMISSION ON HOME DEPOT - ....The impact of the project is greatest on Stonehill, Camino Capistrano, and the ramps for both Southbound I-5 at Camino Capistrano and Northbound I-5 at Stonehill.  However, a likely practical impact will be yet more traffic on Del Obispo ....  The I-5 Southbound ramp at Camino Capistrano would degrade from LOS (level of service) "D" to "E" in AM peak, and current PM peak "F" would be significantly degraded by up to 70X what is considered significant!  The mitigation for this gridlock would be left to improbable hope that Caltrans will actually complete major roadwork that the Traffic Report itself states "The adverse daily impacts of the proposed project would remain significant and unavoidable on Camino Capistrano because the two-lane section currently cannot be improved to its ultimate 4-lane roadway width due to right-of-way constraints and proximity of the OCTA Metrolink Roadroad Tracks and the I-5 Freeway." ....
